Yes, apparently having Vonage and trying to call 911 can get your house burnt down. But, staying with the traditional phone company could make things a bit worse:
A 5-year-old boy called 911 to report that his mother had collapsed in their apartment, but an operator told him he should not be playing on the phone, and she died before help arrived.
The person should at minumum get fired. The only law is I know I learned from watching Law and Order, but I would think they could charge her with criminally negligent homicide.
